TIRANA, BARDYL R.: United States. Carter Administration. Appointed as Director of the Defense Civil Preparedness Administration in 1977. Strongly criticized by many in Civil Defense circles in the early part of his service, he gained approval of these advocates in 1978 for supporting continued Civil Defense efforts in the face of an administration announced policy of agreeing with the Soviet Union to forego significant Civil Defense initiatives.
