EXCELLENT SERVICE MAN OF CIVIL DEFENSE OF THE UNION OF SOVIET SOCIALIST REPUBLICS BADGE: Soviet Union. 1968. Established 25 November 1968 by the Commander of the Civil Defense of the Soviet Union for award to Civil Defense personnel for achievements or active work. This is one of a series of excellent servicemen badges awarded to Soviet military personnel for technical proficiency and achievement or service of a meritorious nature but which did not deserve an order or medal.
