SHELTER PLANNING (CSP): United States. 1981. A
component of the Nuclear
Civil Protection program. Community
Shelter Planning was designed to provide fallout shelter, and in some cases blast
shelter where that capability already existed, against nuclear attack in a
quickly developing crisis. In this
context, quickly developing was described as being within hours or a day. In 1981, 180 million people lived within
areas covered by a Community Shelter Plan.
