PRM-32: United States. 1978. National Security Council study conducted under the Carter Administration, reportedly over a one year period. Columnists Evans and Novak reported that the study concluded that United States strategic forces policy had to be balanced by a civil defense program designed to achieve equivalent survivability. PRM-32 may have served as a key document in the development of Presidential Directive 41 (PD-41).
